ECO4 heating controls checklist for UK homes (2026)

Heating controls are a frequent ECO4 measure alongside boiler upgrades. Use this checklist to understand what surveyors usually look for before any thermostat, programmer or TRV work is proposed.
1. What counts as heating controls
Typical measures include a room thermostat, a programmer or timer, thermostatic radiator valves (TRVs), and smarter controls that let you set different temperatures by room or time of day. The exact package depends on the property and the rest of the ECO4 design.
2. Check what you already have
Note whether you have a working programmer, a single room thermostat, and TRVs on radiators. Photos of the boiler controls and cylinder (if any) help at survey stage.
3. EPC and eligibility still come first
Controls are only funded when the household and property meet ECO4 rules. Start with your EPC rating and eligibility pathway before assuming any measure will be installed.
4. Look at local delivery data
DESNZ publishes how many ECO measures each council area has received. See ECO measures by council on ApplyFreeBoiler.uk.
5. Avoid fees just to apply
You should not pay a fee only to check ECO4 eligibility. Use the ApplyFreeBoiler.uk eligibility check to see whether a free boiler, insulation or heating-controls pathway may be available across England, Scotland and Wales.
